Accessible Adobe PDF Documents
Electronic documents such as Adobe PDF files are treated like a full information and communications technologies (ICT) product. They should conform with all WCAG 2.1 AA technical accessibility standards relevant to them by April 24, 2026.
PDFs are hard to make accessible. It's easier to start with accessible Microsoft files like Word, Excel, and PowerPoint. Scanned documents are the hardest to make accessible and should be avoided.
Whenever you can, use webpages instead of PDFs. The guides here are for situations where you have to use a PDF.
